Actually, it is understandable that the storeroom (which could be your basement in this case) is clutter.
Anyway, you are not really going to see it or are the objects going to in the way or anything. So generally it is ok.
Under the shapes and forms theory, if you cannot see it is not a problem. So under this theory, I personally feel that you do not really need to worry.
However, for safety reasons, I think that you should still make sure it is safe enough to go into the basement without any mishap.
