Dear Anon,
In a general sense, one can say that fudogs are considered `puppies' while lions are `heavy weight'. Both are considered `guardians'.
It is very common for large Chinese buildings to have lion statutes rather than fudogs. Fudogs are usually used in a house and serves as a `milder' form of `guardian'.
You will never find a pair of fudogs guarding a large building.
